Bitcoin-Rebooted (BOOT) 0.2.4.6 released

Hate to admit it, but I screwed up. The 0.2.4.5 wallet had a bug in it that prevented getblocktemplate RPC calls from working. This only affected pool operators and solo miners – everyone else would never notice, including exchange operators.
Technically: I had a bad value in nMininumChainWork which made the wallet think it was in permanent “downloading blocks” mode. A wallet can’t start serving up blocks until it thinks is synchronized, which it doesn’t why still downloading. A proper value will be more carefully researched and tested in the next release. For now I just backed off the 0.2.4.5 change and returned it to the value we have been using since launch.
